The U.S. Small Business Administration has released a single-page form designed to make it easier for applicants to complete the process of applying for the forgiveness of Paycheck Protection Program loans, along with newly revised and updated forms to comply with the most recent stimulus legislation. 

Congress approved the COVID-19 relief plan last month and offered $284 billion in funding for small-scale businesses who needed loans. The money was intended to reduce the economic burden of the coronavirus epidemic. It included a requirement for the SBA to issue streamlined forms within 24 hours after the legislation was signed into law to simplify the application process for forgiveness. It also included conditions designed to facilitate more loans from community banks, particularly for minority-owned businesses who had trouble getting loans last year.

Ed Zollars, a partner with Thomas, Zollars & Lynch CPAs stated that the Small Business Administration fulfilled the obligation to issue the one-page PPP form loan forgiveness within 24 days of the date of enactment in the Consolidated Appropriations Act, 20,21. This was published on the Current Federal Tax Developments blog of Kaplan Financial Education. “The agency also released additional updated forms.”

Forgiveness terms in the first draw of PPP loans

Aes Student Loan Forgiveness – First Draw PPP loans granted to eligible borrowers qualify for total loan forgiveness during the 8- to 24-week period after the disbursement of loan:

  • The levels of compensation and employee pay are kept at a constant level.
  • The proceeds of the loan can be used to pay expenses for payroll or other expenses that are eligible.
  • At least 60% of proceeds go to expenses for payroll

Second Draw PPP Conditions for loan forgiveness

Second Draw PPP loans to eligible borrowers can be eligible for loan forgiveness when the loan is paid within an 8– to 24-week time frame.

  • Pay and worker levels are maintained in the same manner as required for the First Draw PPP loan
  • The loan proceeds could be used to pay for expenses for payroll or other eligible expenses.
  • Minimum 60% of funds go to expenses for payroll

When all of the loan funds have been utilized the borrower is eligible for forgiveness. Borrowers can request forgiveness at any time until the loan’s maturity date. If borrowers do not apply for forgiveness within 10 years of the end of the covered period the PPP loan payments can no longer deferred, and borrowers must make payment to their PPP lender.
